怎么比较mortgage rate?

chinese agent give lower rate and said it will be no cost, but when I ask for APR, he said it will be higher, because it doesn't count the he money he will credit to me.  I don't know what money he will credit back to me except it will be no cost.  Some people say that only APR is the true way to compare, is it true?
