Install an above ground sprinkler system.

Get four quick snap above ground sprinkler, such as:

Locate them around the house, spraying water outwards, then connect them with garden hose and leave them connected/watering all year. In winter you have to remove the hoses if the temp goes below freezing.

Of course, this means you have to pay for water. Just raise the rent to cover.
