However, Ice maker not working does not affect habitability of your property. What you should have done is, when a new renter move in, give him a check list of everything in the house that is working or not working. Tenant signs it, indicating agreeing to the condition.

Even with such measure, you have to make sure plumbing, heating, cooling works. That's basic habitability.
