in regional economics, we call this the economic base analysis

- base sectors are those that produce and export stuff for other regions/countries (think of mining; oil; auto; elite college ...);
- service sectors are local sectors that support base sectors (think of barber, bank, grocery, etc).

once base sector job is gone, service sector will disappear.
