Bathroom issues

I have two bathrooms upstairs. When one one, the other one is either cold or hot water.  I have a plumber came check, He said both water heaters have to set at the same temperature.  But now when one on, the other one does not get cold water, just hot water.  I still can not shower when the other one is on.  Any one has any ideas?
