County violation note for $3000

Today got a $3K fine note on one of the rental properties.

Here is the situation:
Initially we tried to rent out the detached garage to people who use it to fix cars; then they park a few unlicensed ones, including one for sale; looks like one of the neighbors called the county and a inspector came out, leaving a note and asked to remove all cars.

We never got to signed the lease with the renter, they are really not responsive.

The garage guys, after repeated requests by email and phone calls, removed all but one car that is kind of stuck in the mud.

Anyway, I am now left with one Jaguar and a $3K fine which has a court date 45 days away.

What should I do? Please advice.

Should I lock up the Jag until it is clear? Should I ask them to appear in court to defend the case or pay the fine?
