Write a letter to the President, ask why there has been no annua

If no answer, write another letter.

You have to build the case: show your efforts. There should be law on government's website about the rules. Study them.

If no answer, find a lawyer to write a letter. The president is not God, you can remove her if you make enough efforts. 

Go to your county's website, find the owners' addresses, write to them. You have to have votes. If you have ten percent of the votes, you can be on the council.

The president may not be corrupt, she may just be incompentent.
