Fourplex investment in california


Hello fellow landlords.   I have a question and I think this is a perfect forum for discussion and feedback.
Live in Silicon valley, have always done SFH investment, but in 2012, picked up a fourplex in Santa Clara.
Very happy with the rent growth and price appreciation,  but one thing worries me.   Since the fourplex apartment
only have one water meet,   I have to include water as part of the rent.  Tenants do pay their own power.
This give me no control to how much water the tenants waste and the bill had been around $500.00 a month.
With the water shortage, I am sure this bill is going up!

Anyone had found a way to deal with this situation?   I see that some site suggest either charge by ratio or by submetering.
Would like if anyone here had successfully put it into practice.
