gift tax from foreigner

Someone asks for the gift tax from foreigner. Here is IRS guidance.

Has anyone actually experienced this?

So if you receive $90k from a foreigner at 2014, you do not need to report at the tax year for 2014.

if you receive another $90k from a foreigner at 2015, you do not need to report at the tax year for 2015.
