Since you're about to live over there, there's no reason to buy bread machine here.
The voltage transition box is very bulky, and it costs you more. Plus you need to carry it back.
Yes, bread machine is a good choice for making noodle and pastry dough.
It helps you to rise the dough after kneading. Stand mixer cannot do that.
You can just add water but it won't taste good for white toast/wheat bread.
Milk and sugar is necessary for most bread dough. Butter is additional.
