波大的案子的引申：今天的实例。我有个朋友今天跟我说了这么件事。

他说最近他很背。他收到city code enforcement 一张500块的罚单。原来他雇了个无执照的contractor，质量不过关，他把contractor fire了。然后contractor到city告他无permit开工。我把罚单传给我。我看了一下签名，inspector跟我是熟人。我去city找inspector。他说确实有人举报，不过那个举报的人已经因为没有执照被起诉了。呵呵，两败俱伤。inspector说你或者自己弄个执照，或者挂靠，或者不让我们知道，否则我们也没有办法。然后他就跟我约了下星期来检查我们几个工程的质量检查。
