broker refund shall depends on service

Any goods/service is priced base on quality/service provided. If the buyer find the house, broker just openned the door, does this deserve 3%? especially million dollar houses?
If broker found house, and have show you many houses already, he deserves more commission and also base on the house price and local convention.
In my local area, 2% back is norm. Broker provide minimum service.
In CA, redfin give 15% of commission back.
The current commission is out of date and shall be revised base on the current internet age.
