i am not sure about material engineer, but for chemical eng or civil eng, it depends on the states. some states require US eng degree. some accept other conutries eng degree, such as Ohio.
you have to pass EIT exam first (8 hrs) which is cover basic eng subjects. and you need several years experience to take PE exam (8 hrs) too.

after passing these two exams, you can register as a PE. and need further education coruse or work every year for license renewing.
