I think you only take security deposit with a signed contract. in your case, if you think you can find someone before a lot earlier than November, return the deposit; if not, you sign a contract now to lock him in for November move in date and lose October's rent. Just take it this one month loss of rent as a lesson. If he still doesn't move in in November then you keep the deposit then.
