房客找麻烦

一房客4月搬入。现在说房子没有AC，大人孩子健康会有问题。孩子2个月。还说前院下水管有树根穿过，整个房子就像浮在水上，很危险。号称有许多律师朋友。要求$100减租，从哦你4月开始。在加州，周围都没AC。怎么处理？
