i once talked to a banker in person, i told him i would cash out and use it to buy another property. He said clearly to me that this is NOT allowed by law, no bank would process such a cashout request.  However if i told him for education or any other purpose, there will be no problem. No banks would investigate what exactly you did with the funds.
