responsibility of water leak

A downstair tenant (not mine) reported water leakage from ceiling. My tenant (upstair) checked and find no leakage on upstair unit. Is normally the leak between ceiling and 2nd floor responsible by HOA? What's the best approach here? Let downstair contact HOA or I send in contractor or let downstair send in contractor?
