security deposit for last month rent

What's a more practical way to handle tenant that use security deposit for last month's rent? When you finally get hold of them, a typical answer is "I just don't have enough money". It seems no better way to collect the last month rent if the tenant does not pay. It won't worth the trouble to go eviction since he will move out soon.
