be careful for commercial property

We need to be careful for commercial property. I saw quite a lot commercial buildings with very low price, but nobody buy it. Such as, one retail building in downtown of one city of SK is listing about 10W, but more than 10 years ago the owner bought it with about 20W. 1). It hasn't rent out for recent 4 years because the building is too big, and need to fix up. 2). This downtown is becoming the poor area, a lot of low income people live there. 

I spent some time to search this building, but finally give up because I can not find a tentant.
