I don't have comparison with other regions, so can not comment too much. One thing is that if one lives in Greater Vancouver, but not involved in RE investment, then he/she 白活了 as the job market is not so good here, and the pay is not high. Also, according to one of my tenants, who moved here from Toronto, the food price is at least 15% higher than Toronto.
As for HST, it will be gone in Arpil, old GST+PST will come back. But it will not make much difference as most items are charged for GST+PST, which is the same rate as current HST. Only few items are only charged for GST, such as services.
For medical, the increasing is not big deal. If you have urgent issue, such as 心脏搭桥, you can get the care right away, otherwise, such as 疝气 or knee/hip surgery, you have to wait very very long time.
Conclusion, if one lives in where ever it is, then he/she should enjoy what it can offer, follow the trend of it and make most out of it.
