most of the small fixes can be treated as repair

which can be count as cost on the same year. For lots of people, it does not make financial difference to depreciate or count as cost (lost carrry over every year). If IRS really think it is a mistake on your side, they won't impose big panelty if you don't gain anything by the mistake.
