where to buy a primary residential in NY for new immigrant?

a friend just got investment green cards, and they want to live in NY city area. they don't have shcool age children and don't have to live in the best school area.but they want good neihbourhood not the highest price.

i live thoughsand miles away NY city and have no clue about NY city, it will be highly appreciated if any perosn can give me some comments and suggestions.
