Pick a fun place to do his birthday party and prepare goodie bag with fun toys and good candies. Then he will be invited to other's birthday party or play date.

Give him a break but talk to him with a soft pillow talk. Give him more confidence. Brought him to the program that school recommended for. Work with Teachers to get him more attention. He is new to class and has no friend is very normal.
