mold 问题请教！

各位前辈，

昨天看了一个foreclosure的房子.因为屋顶漏雨的原因，ceiling掉下来不说，那些木条，墙壁到处多是mold。

1，对于这样的房子能不能买？

2，该怎样去除霉？ 

3，镇里会发给certificate of occupancy 吗? City对这种房子一般要求是什么？
