foreclose house utility boundary

A lot of foreclosed property missing the utility devices (electricity meter and cable between utility service point to the meter, water meter, gas meter, etc.). Most of the time, it is the utility that took these devices (their property) to protect them from damage or missing. As a new owner of these property, who is responsible for the cost to get all these utility devices installed?
