(1) Model Class Description
 
That is the model class description. Below is the explanation for each:
R-3 residences are fair construction under most building codes. The structures are typical F.H.A. or V.A. minimum specifications. They generally have sound design and appearance. The majority of residential structures fall in this class.
R-4 structures are good construction under most building codes. They are of good design with built-ins and good grade detailed interior finish and trim.
R-5 structures will have specially designed built-ins, special interior detailed finishes and trim.

The higher the class description the better construction it should be. Also be aware that there might be some overlaps and grey areas between them.
 
(2) There is another saying found on the website. 
R-3, 4 and 5 in the city of Phoenix is Multi-family density zoning. R-3 is 14.52 units per acre up to R-5 which is 43.52 units per acre. If you want to develop land, than this can be very important to your cost per door and the overall profitability of your project.
