请问白送的无Permit的房能买吗？

准备Offer一个2房的Single Family House，房主在后院自建了另2个单房用于出租，但没有Permit，现在的售价基本是2房Single Family House市场价。Agent说两个单房可以出租，等于白送，但也有风险，如果有人举报City会要求拆除，需要额外的拆房开销，大家认为这房值得买吗？
