Anyone knows the new 1099 rule for landlord

My accountant talked about the new 1099 rule for landlord. i.e. landlord need to file form 1099 for service provider or handyman if paid them at least $600 over the tax year period.

Is this rule effective now? Does landlord need to get a service provider or handyman sign W-9 before get their serivce?
