how much can one wire money to china without being check by FBI

how much can one wire money to china without being check by FBI or IRS? I want to shift some money (100-200K) back to China in Dec and change to RMB and deposit in the local bank.  My friend told me it has 6-7% return, plus chance that RMB will increase value.  Friends, you folks think this is a good idea?  Thank you for helping me. If I wire it back, how long can you get it out?
