She is your sister, if she is a good sister, just tell her the truth -->  it is not easy for you to make money in US, job in US is not as stable as the jobs in chinese government, like hers.  you need to keep some money for emergency and children's college expense.  tell her that you can not afford to lose these money in stock.  My sister never ask me for money.  I send money to them, but they did not cash out the check, they told me that they don't need it, I should keep the money for myself.  In case I have emergency, they are not capable enough to help me in US from China.
