Shower handle broke? Tenant or landlord responsibility?

I have a tenant just moved in today. He changed the shower head himself, and then called me that the handle (Delta Round single handle) does not work (the hot water continuously running, and cannot be turned off).

the previous tenannt never mentioned anything related with shower/bath.

the shower handle is probably 10 years old.

So who should pay plumber to fix it? new tenant, or landlord??
