collection agency

Has anybody used a collection agency before? Do they work? I am the president of 4 condo HOA. There is one family which has not turned in HOA fee for two period (~$800). They have not paid the township tax either from what we now. We already filed an lien on their property. But it does not seem like they are going to sell it soon. Currently the old couple who own the condo has their daugter lived there and we don't know the daughter's name

Anybody know whether I could get the collection agency to do the collection? Will it work? I did not want to go to small claim court, because even Judge ruled for us, we still have to find a way to get them to pay and too much trouble.

Any suggestions on the collection agency. It is in NJ.
