if you have the hook up and the budget to buy them, you have following options:

1. provide as needed if you don't mind; of course you'll keep them in the apartment, it's an attractive option for future tenants;

2. if over your budget, ask them to buy for themselves and move with them when they leave;

3. increase a few bucks in monthly rent, as this is unexpected expense (W/D and water usage) for you.
