negotiate salary

Got a call from HR and offer was given. However, then I tried to negotiate the salary by adding $3K more. I was told it was still in the range. She would send the message to the hiring manager. However, since that phone call, no follow up from the company for three weeks. I guess I lost that offer. Why does company do that? If they don't want to give more, they should tell me.
