I only reply from the consideration fo tax. If my money is limited, I would get the match-up first. If he/she still have some more to invest, roth is a better way to go.
For priority, really, it is personal. Saving for a house is fine, too. However, I would say unless there is a stable job and he/she has the willingness to set down, for young people, without a house is better--more free time to explore/enjoy. I am still miss the time when I live in an apartment, which is cheap--gardening a big piece of land, walking around with my kids, playing card with my friends....
Sure, I have different ways to enjoy life now. However, I found that money is less important than time. :(.
