It could mean that
1. you were not good enough ACADEMICALLY to get a scholarship.
2. you were smart to choose not to study in a wrong major in order to get a scholarship .
I've ever worked in a restaurant as a dishwasher even though I had a scholarship. It was hard for me at that time, but I feel appreciated that experience in my whole life.
