One thing I don't understand about this case.

Why couldn't she transfer the money here legally? Was it because she needed to pay a fair amount of tax that way? If yes, to whom? China or US? I believe Chinese can legally transfer their funds aboard nowaday, especially when you have a business. Am I missing anything?
