But my experience is, if they manage yard, they won't be so responsible. If I hire someone, I can check his work and change landscaper if no quality job.

If your contract sign to let tenant manage it, then they won't spend money to hire someone, and it is not tenants house, then totally upon tenant's personality. If they enjoy yard work, they possibly do it well. Otherwise, you can't expect too much.
