Discuss with a local experienced property manager or loanlord to setup a standard (credit score).

I usually deny people if, credit score less than $500. Any housing related collection on report. Any criminal record in public record. Any eviction record.

You need to check credit and tenant record.

Check income, if no income can be checked.

Ask for big deposit (check local regulation) or just deny.

Bad tenant makes big truble.
