Arnold did the same thing last year too, and it was blocked by state controller also. It is not that state gov doesn't have the money, and it is unlikely they will be paid with minimum wage anyway. It is that Arnold wants to press Democrats to pass the budget. And according to Arnold, the salary will be restored once the budget is passed.
From the beginning, this is a political struggle, and those poor gov employee are dragged into this.
