地基有裂缝的房子能买吗？

看中一个房子，10 years old. 做home inspection的时候发现foundation有2个裂缝，其中一个裂缝有点大，home inspector是这么写的:
Greater than typical foundation cracking was observed at... This implies that structural movement of the building has occurred. The rate of movement cannot be predicted during a one-time inspection.
卖方说这个裂缝是房子盖好后的第一年出现的，报告了builder，builder给seal了一下，不知道这个问题有多严重，我们现在应该做什么呢？要不要找专门做foundation inspection的人来看看给估个价? 谢谢.
