买第二套房, 都需要签这个文件吗?

Mortgage agent今天要求我签一个文件: "Mortgage Fraud Is Investigated by the FBI". 里面要求声明将第二套房作为主居住地,否则被视为欺诈行为.我有点搞不懂这个文件, 都是我的房子, 我在这里住3天, 在那里住4天不可以吗? 这里涉及到贷款和退税的问题. 我的理解是, 只要我不把房子租出去, 并且自己住(或让父母主),就可以认为是Primary home. 请各位帮忙解惑, 谢谢!
