No tax deduction, yes. But it is tax-deferred with all the investment options as any IRA account. Good news this year is that it can be converted to Roth IRA. You can invest outside of IRA with tax-deferred possibilities, but need careful management to avoid paying tax annually on capital gains, and it is almost not possible to avoid paying tax annually on dividends, interests etc. With ND IRA account, all of these headaches can be postponed to the time of distribution.
