Utility 迟交会引起 Foreclosure 吗?

I bought several REO houses last year. And tenants brougt me trouble, they damaged the properties and didn't pay me rent. Now I found I have no enough cash to pay the utility. Since in area I invested in CA, landlord is resposible for the utility of sewer, water and garbage. I am curious if I pay the utility late for several month or years, will the property be foreclosured? Thanks.
