房客不交押金是否可以evict

我有一个房客，以各种借口拒交押金。数周前因发现她在屋里抽烟而
提醒她去屋外抽，她便变脸，从此麻烦不断，不停抱怨这坏了，那不Work，很不客气。
听到她的电话就头痛，很想将她踢走。不知拒交押金是否构成理由。
（她是一个section8, 政府为她付了所有房租）。
