RE8888 explained well. The bank want to know the current condition of the house and market value of the house. If you house is flooded or burned several days ago, of course the appraisal value will go down a lot.But the assessment value will stay same for another year, since government need time to assess the value of the house.

I think why the appraisal person don't want you argue with him. Since he think it is his profession, as a layman you could not challenge him. Just like a doctor don't like people ask him why he use this medicine instead of other.
