the basic answer is NO, but anything is possible if you have money.
condo is a misleading name, on paper it is call horizontal property regime, it is a community own property, when the builder summit the plan for zoning, it must also summit a set of by-laws, the by-laws regulates the HOA and how this subdivision operates.
now since this is a very small condo project, if you can convince the other owners, or better yet, buy them out, then you are the HOA, then you can go in front of zoning board and change the status of the subdivision.
I have a small office complex, which it plotted for 8 lots, with 6 condos build. I end up bought out all the units so I am the HOA, now no one can direct me what to do.
