Roof replacement is not too hard. I have a contractor who replaced three house roofs for me. He only charge $1-1.2K for labor, I buy material.

Water heater is easy to instal for us chinese guy, you can buy it from Home Depot or Lower's only $300/each for 30 - 40 gallon, gas water heater is little bit of expense.

I think that total cost for repair this house may be $20k around.
