请教，tenant没留forwarding address怎么给他寄账单？

上个房客最后半个月的租金没付就悄悄搬走了（long story)，现在不回我的email和电话。他的邮件还在往我的rental house寄。他曾经给过我他妈妈的地址，请问我应该用certified mail寄到他公司还是妈妈家还是有什么别的办法？他欠我大概$250 (我口头答应了不收他 penalty for early termination,就不想反悔了），是不是不值得交给collections?
