short sale and foreclosure pricing

有意的几个房子都是short sale and foreclosure。
是不是short sale价钱按loan定的，foreclosure按市价定的？发现listing price short总比foreclosure开价低。头疼没经验买这种房子，可惜那一片就是没正经卖的。
